Downloaded mods for eu4 do not show up

This is nothing to do with Steam Downloader and the API, and everything to do with the publisher of the game not enabling those who don't own the game on Steam to download workshop mods. The API Steam downloader (and similar web pages and tools) uses is a web-based API - it never had anything to do with the game itself. For many other games we have not, because we do not own the game or don't know what kind of compression algorithms are used. In this case we can only send you the raw file as stored in the Steam cloud, and it is up to you to get it working. Some mods I use don't provide an outside workshop link, which is lamesince mods don't download at all for me properly. Restarting PC doesn't fix it, time doesn't fix it, re-launching the game any amount of times doesn't fix it. The downloads do NOT show up in my steam user folder for EU4they show up as in-complete downloads. I ask this because, having a paradox account I attempted a direct download of a mod I wanted from Paradoxplaza (as I have heard that this fixes the issue). However it still isn't showing up, despite me placing it in: "Documents/Paradox Interactive/Europa Universalis IV/ mod" (I run on windows) I subscribed to a few mods in steams EU4 workshop, yet they do not show up in the EU4 launcher mod list nor in the main menus' content/mod menu Tried restarting the game a few times but to no avail.
